North Korea Tests Carbon-Fiber Blackout Bombs and Electromagnetic Weapons

North Korea tested carbon-fiber bombs and an electromagnetic weapon alongside a cluster-bomb ballistic missile warhead, state media KCNA reported. The carbon-fiber weapons are designed to cripple electrical infrastructure by dispersing conductive filaments over power plants and grid facilities, causing short circuits. The Academy of Defense Science also tested a mobile short-range anti-aircraft missile system. Analysts noted this is the first time Pyongyang has openly stated pursuit of weapons specifically designed to attack South Korea's industrial infrastructure, adopting an asymmetric warfare model focused on disrupting power grids.
Pyongyang's open declaration of weapons designed to attack South Korean industrial infrastructure represents a doctrinal shift. Carbon-fiber bombs and EM weapons are asymmetric tools that could disable power grids without nuclear escalation. This lower threshold for use changes the deterrence calculus on the peninsula.
