Russian Frigate Escorts Sanctioned Shadow Fleet Tankers Through English Channel

The Russian frigate Admiral Grigorovich escorted two sanctioned oil tankers, Universal and Enigma, through the English Channel past the south coast of England. The Royal Navy frigate HMS Richmond shadowed the transit. The provocative passage came in open defiance of PM Starmer's threat to seize shadow fleet vessels in UK waters, a threat not yet enforced despite repeated transits. Russia's shadow fleet of roughly 700 vessels carries about 40% of all Russian oil exports. Both escorted tankers had been sanctioned by the UK for funding the Kremlin's war effort.
The frigate escort elevates what was previously a sanctions-evasion operation into an overt military provocation. Starmer's unfulfilled seizure threats have created a credibility gap that Moscow is now exploiting publicly: the Royal Navy shadowed but did not intercept, effectively validating the transit.
